I here by declare that under the law RTN003-10-11, that the General (Grand) Secretariat be dismissed and all powers and functions pass to the Board of Review which will be merged with the Imperial Board of Review, with the Board of Review absorbing all the powers of the Imperial Board of Review.

This decree has been given under my seal and signature on this day the 4th of October 2011.

The Government's recognition of other nations.

The goverment released a new addition to the law of diplomatic recognition of other nations it states "Recognition of a nation by the Government of Riocht na TirNeart shall be construed as explicit moral support of the national aspirations for independence of the nation in question, as well as a willingness to deal in a friendly and open fashion with that nation.

Cordial diplomatic relations between the the Government of Riocht na TirNeart and other micronations shall include the following four basic levels of relations:

(1) no formal relationship;

(2) unilateral recognition by either party of the other;

(3) mutual recognition; and

(4) formal alliance. "

The Conditions for Diplomatic Recognition

Diplomatic recognition is based on the following law:

THE BILL FOR DIPLOMATIC RELATIONS:

Art 1.1: When a nation offer diplomatic relations to Riocht na TirNeart, they must prove that they have already existed for more then three and half months and that they are not involved in a micronational war.
Art. 1.2: If a micronation is found interfering in the internal affairs of the government of Riocht na TirNeart, the government can take measures which may lead to the withdrawal of recognition. .
Art. 1.3: Riocht na TirNeart is a neutral nation and can not be forced to join a conflict.
Art. 1.4: If Riocht na TirNeart discovers that a recognized micronation is violating human rights or is guilty of the use of illegal internet activities (hacking and viruses), its recognition of that nation will immediately be withdrawn.

The massacre at the Merkaz Harav seminary will go down as one of the most deletable acts to have been committed in the 21st century. His Majesty wishes to extend his sympathy and condolences to the families of the victims and the victims them selves.

His Majesty also wishes to condemn those who committed this act and thoes who support it.

This also highlights how important it is that the situation in th middle east is settled as soon as possible.

As An Ard Ri of Riocht na TirNeart and by descent of the Royal House of Brian and Brian Boru the High King of Ireland have claimed this title a legal and true.

The Government enacts a new law on Treason

The Government of Riocht na TirNeart has enacted a new law with regards to treason.

Treason has been defined by the Government as anyone who causes the death of H.M An Ard Ri, the Heir Apparent and or the Consort of H.M An Ard Ri.

The Act goes on to define treason as taking part in an armed resistance and with the design of trying to destroy the nation, King and Government.

Those found guilty of treason will have their citizenship stripped.

The Law in Full follows below:

An Act of Parliament of
Riocht na TirNeart.

The Criminal Code of Riocht Na TirNeart defines treason as follows:
A person commits an offence, called treason, if the person:
(a) causes the death of the Sovereign, the heir apparent of the Sovereign, the consort of the Sovereign,
(b) causes harm to the Sovereign, resulting in the death of the Sovereign or
(c) causes harm to the Sovereign, or imprisons or restrains the Sovereign or
(d) levies war, or does any act preparatory to levying war, against the nation of Riocht na TirNeart; or
(e) engages in conduct that assists by any means whatever, with intent to assist, an enemy:
(i) at war with Riocht na TirNeart, whether or not the existence of a state of war has been declared; and
(ii) specified by Proclamation made for the purpose of this paragraph to be an enemy at war with Riocht na TirNeart; or
(f) engages in conduct that assists by any means whatever, with intent to assist:
(i) another country; or
(ii) an organisation;
that is engaged in armed hostilities against the Riocht na TirNeart; or
(g) instigates a person who is not citizen of Riocht na TirNeart to make an armed invasion of the Riocht na TirNeart; or
(h) forms an intention to do any act referred to in a preceding paragraph and manifests that intention by an overt act."
A person is not guilty of treason under paragraphs (e), (f) or (h) if their assistance or intended assistance is purely humanitarian in nature.
The penalty for treason is the stripping of their citizenship.

It has been announced today form the royal palace that H.M an Ard Rí Cuchulainn has made plans to establish a university for Ríocht na TírNeart. As part of this plan to establish a university for the nation, the government and the Secretariat of Education are looking for people who would be interested in taking part of this project in the capacity of establish course and then providing material and assessment for the course and to encourage enrolment in the university that will be free. Those interested should email their ideas to rtngovedu@yahoo.com.au .

The board of Review.

1. The board of review.
The board of review is the initial step in petitioning or presenting a bill/memorial to the dragon throne.
Duties:
To review and admen proposals and make recommendations.
Pass bills/memorials to the Commissioner of the appropriate Secretariat.
Day to day running of the state.

2. The Grand Secretariat.
The 2nd stage in the review and amendment process of bills/memorials to the dragon throne. Is equal to a government department.
The Secretariats:
The Secretariats of Foreign Affairs
The Secretariats of Education
The Secretariats of Public information
The Secretariats of laws and rites
The Secretariats of the Protection of the Imperial and sacred image of An Ard Ri and Symbols.
The Secretariats of Security and international information.
Duties:
Formulate bills and policies relating to the area of responsibility of their secretariat with royal assent and approval of the Imperial board of review.
Pass bills/memorials to the Commissioner to the Imperial board of review.
3. The imperial board of review

The final stage in the review of a bill/memorial before it reaches the dragon throne.
Duties:
To supervise and guide the lower ranking boards of review.
May formulate bills and polices for any secretariat and over rule any pills or policy of any secretariat with royal assent and approval.
